Forget the 19 Degree Rule: Why Cold Walls Cost You More

It is February in a 1920s upstairs flat in Amsterdam-Oost. The thermostat says 19 degrees, the room is acceptable as long as you keep moving, and then you pull the wardrobe away from the north gable and find a grey-black bloom across the plaster. The heating has been set responsibly all winter, exactly as advised. The wall did not get the message: it answers to its own surface temperature, not to your thermostat.
Where the 19 degree rule came from
The number is a crisis measure, not a comfort standard. It dates from the oil shock of the 1970s, was dusted off when gas prices spiked in 2022, and its job was to cut national gas use quickly. It says nothing about the condition of the building it is applied to. In a house built to modern values 19 degrees is genuinely comfortable, because walls, floor and glass sit within a degree or two of the air. In a pre-war single-brick house with a cold crawl space and original frames, the same setting gives air at 19 and surfaces at 12.
The number that matters is surface temperature
Air at 20 degrees and 55 percent relative humidity has a dew point of roughly 11 degrees, the point at which visible water forms. Mould does not wait for visible water: most household moulds germinate once humidity at a surface stays above about 80 percent long enough, which with that indoor air means a surface around 13 to 14 degrees. Behind a wardrobe, or in the corner where two cold walls meet, 11 to 13 degrees is entirely ordinary in January.
Dutch rules express this as the temperature factor f-Rsi, and new work must reach at least 0.65 at every junction so surfaces stay clear of condensation under design conditions. Houses from 1900 or 1930 were built long before anyone thought that way, and the weak points are always local: window reveals, the floor edge where joists meet the facade, steel lintels, the party wall at the eaves, timber beam ends built into the outer leaf.
Your home makes more water than you think
A household of three or four puts roughly 10 to 15 litres of water vapour into the air a day through showers, cooking, laundry dried indoors, plants and breathing. Turning the thermostat down removes none of it: it lowers every surface temperature and reduces how much vapour the air can carry before handing it back. The classic Amsterdam combination is a cool room, a closed door, a drying rack and trickle vents taped shut against tram noise. The unheated spare bedroom is usually the first casualty.
Before spending anything, measure. Two or three hygrometers at 10 to 20 euros, left in the living room, the worst bedroom and the bathroom for a fortnight, tell you more than any sales visit; aim for 40 to 60 percent. Then read the coldest wall on a cold morning with a cheap infrared thermometer. If that surface sits within about three degrees of your indoor dew point, the problem is the building, not the routine. Why heating less can cost more
Damp masonry conducts heat noticeably better than dry masonry, so a wall allowed to take up moisture loses more than the same wall dry, and chilled masonry then has to be reheated. A five degree night setback buys a few hours of low gas use, then an hour of the boiler at full output in the morning, while every surface spends the small hours below dew point. One or two degrees is the sensible limit here. With a heat pump it flips harder still: these are cheapest running steadily at a low, weather-compensated flow temperature.
Insulate in the order the building wants
Work from least invasive to most, pairing every step with a ventilation check. Figures are indicative Dutch ranges.
- Draughts and ventilation first. Seal the leaks you do not want at the letterbox, loft hatch and service penetrations, and open the paths you do: trickle vents, a bathroom extract that actually moves air, a hood sized for real cooking. Reckon on 400 to 1,200 euros for a humidity-controlled extract with timed overrun.
- Floor and crawl space. For a ground-floor flat this is usually the best comfort per euro in the house. Get the kruipruimte dry and cross-ventilated, then insulate the underside of the floor to around Rc 2.5 to 3.5, indicatively 30 to 60 euros per square metre. Never seal wet services inside the insulation.
- Roof, if you are on the top floor. New build is Rc 6.3; a realistic retrofit between and over the rafters lands at Rc 4 to 6. Continuity of the airtight layer matters more than the last unit of Rc, and gaps at eaves and party walls are where condensation starts, invisibly, until the ceiling stains.
- Glazing. HR++ reaches a U-value around 1.1 and triple glazing 0.6 to 0.8, against roughly 5.0 for original single glass; indicatively 200 to 400 euros per square metre into sound existing frames. In a monument, slim double or secondary glazing keeps the appearance. Leaky frames were doing your ventilating for you.
- Walls, last. A post-war cavity fills quickly at 20 to 40 euros per square metre if it is continuous, clean, dry and not on a facade taking serious driving rain. Pre-war Amsterdam walls are often solid brick, so the route is a voorzetwand inside: mineral wool or PIR, a continuous vapour control layer on the warm side, then plasterboard. Rc 2 to 3, roughly 150 to 250 euros per square metre finished.
That last step has real trade-offs, so we say them out loud. You lose 8 to 12 centimetres off each treated wall, and the masonry behind gets colder and stays wetter, so on an exposed facade with timber beam ends built into it we want a moisture assessment before we start, not after. The insulation must return 30 to 40 centimetres onto reveals and at floor junctions, or you have moved the cold spot rather than removed it, and a vapour layer that is not continuous is a condensation trap you cannot inspect. What you may do, and what you can demand
If the building is a rijksmonument, a municipal monument or sits in a protected streetscape, the facade is generally off the table and the work goes inside. In an apartment, outer walls, roof and usually the window frames are communal property under the splitsingsakte, so the VvE decides, and assembly approval sets your whole timeline. Tenants have more standing than they think. Mould caused by a structural defect such as missing insulation or an untreated thermal bridge is a gebrek, not a lifestyle issue: report it in writing, and if nothing happens within six weeks, ask the Huurcommissie for a temporary rent reduction. The private rented sector is also heading for a minimum label D by 2029.
Subsidy, loans and one VAT detail
ISDE through RVO subsidises insulation, and the rate per square metre is higher when you carry out two or more measures within the set period, which is a good reason to combine floor and roof in one go. The detail people miss: labour on insulating floors, walls and roofs of homes older than two years falls under the 9 percent VAT rate while materials stay at 21 percent, so ask for it split out on the quotation. Freezing is not a green strategy and it is not a cheap one. A well-insulated house holding a steady 21 degrees uses less gas than a cold one swinging between 17 and 22 while quietly growing mould behind the furniture. Set the thermostat where you are comfortable and spend the money on getting the walls above dew point instead.
